This study focused on the effect of local council Governance and service delivery and was guided by the following specific objectives: to assess the level of local council governance practices, to evaluate the status of service delivery, to examine the influence of local council governance practices on service delivery and to determine the moderating effect of organizational culture on the relationship between local council governance practices and service in Adjumani District Local Government. The study used descriptive and cross-sectional research designs employing both quantitative and qualitative methods of data collection. Data was collected from a sample of 90 employees using questionnaire and an interview guide. Quantitative data was analyzed using descriptive statistics and inferential statistics using correlation and regression while qualitative data was analyzed using thematic analysis. The key findings revealed that local council governance is functional but uneven across areas, accountability and oversight and control are stronger than transparency, leadership accountability is generally strong, with responsive and responsible leaders, Transparency is moderate, with good financial and procurement practices but weak information sharing and stakeholder engagement, Oversight and internal control systems (audits and compliance) are effective, though concerns exist about independence and role separation, Governance practices significantly and positively influence service delivery, Governance factors explain over 53.5% of service delivery performance, and organizational culture significantly strengthens the link between governance and service delivery. The study concludes that, local council governance plays a significant role in influencing service delivery, Service delivery is largely satisfactory, and organizational culture is found to significantly moderate this relationship between LCG and service delivery. The study recommends that Local authorities should prioritize equity in service delivery by adopting inclusive policies that target the underserved and vulnerable population.
